The history of Halloween goes back many centuries. If you are unfamiliar with this holiday, it is the day before the Western Christian feast of all Saints. This celebration took place in early medieval Ireland around November 1 as the beginning of a new year. By the 9th century, it was celebrated as Hallow's Eve – Halloween through Western Christendom.

I am thrilled about this time of the year, even though it is our busiest time and not always pleasant. After all, we are the bearer of bad news of plan changes, rates, increases, the network of providers changing, and communities of employers and families most devastated by our U.S. healthcare system.

On the other hand, there is so much to look forward to.

I hope some of you experience cooler weather, but here in Los Angeles, it is not as cool as it should be. So let's pray for some rain and cooler days.

Halloween marks the first holiday for the 4th quarter's Open Enrollment.

This open enrollment is making me think deeper about how we can motivate ourselves to take further steps towards a healthier, happier us.

This week, I had the privilege to meet a few of the mindset behind 'google for food'. An event that they are hosting by invitation only. I learned that google is investing millions in enhancing their employee's health by providing access to the best possible resources. The main discussion was about how challenging it is for us to adapt to a healthier cuisine style. Taking actions for implementation and participation should be constant to allow us a strategy that can radically change our relationship with food as medicine.

Local availability, access, and family needs are the 2 major topics, and it was clear to me that it is a lifetime journey. Eating and thinking healthier is a tribe action that adapted over time. We lead by example, and our efforts and activities are louder than any conversation.

The team and I are currently working around the clock to help, support, and allow you all to renew on the best possible plan. We started earlier this year and are here to expedite the information as quickly as possible. Please be patient with us as it takes time to review and implement the new 2023 market.

HHS officially released a highly-anticipated final rule with the intent of ending the ACA "family glitch." Under regulations, employer-based health insurance is defined as "affordable" if the coverage solely for the employee is affordable – making family members ineligible for a premium tax credit.

But now, thanks to the final rule, there will be a revision of the definition of "affordability" of employer-sponsored coverage as it will now apply specifically to the employee's family members. In addition, most of the law goes into effect for the 2023 tax year, meaning family members who qualify can enroll in subsidized marketplace coverage for 2023.

Consumers with Bronze Plans May be Eligible for $0 Enhanced Silver Plans

Many of us on the Bronze health plans may be eligible for a $0 Enhanced Silver 94 plan for 2023.

Changes made through December 31, 2022, will be effective January 1, 2023.

Please note that Medi-Cal cannot currently terminate a beneficiary's enrollment until 01/11/23.

Important information about CAA Section 204 Prescription Drug Data Collection Reporting

Beginning December 27, 2022, health insurers offering individual or group health coverage and self-funded (ASO) group health plans must report, to the U.S Department of Health and Human Services through its Health Insurance and Oversight (HIOS) system, annual data on drug utilization and spending trends to the federal government.

The reports include spending on health care services prescription drugs.

This reporting is under the Prescription Drug Data Collection (RxDC) Reporting provision (Section 204) of the Consolidated Appropriations Act (CAA).

The first reports, due on December 27, 2022, are for calendar years 2020 and 2021.
